List providers with a startup credit program — read-only
Every inetGeek provider documented as offering a startup credit program, with the amount/eligibility as published, a source, and the date it was checked. Use this to filter for an MVP-stage pick before calling get_provider or get_stack_recommendation for the rest of the decision. Absence from this list means undocumented as of the check, not a confirmed "no program".
