Feature flags
Each provider is profiled from its own pricing page, with the source recorded against every figure. One charges for the users you serve and states it does not charge for seats; one charges $75 a seat and does not charge for users. Between them, one bills every flag your app reads and one says reading flags is free however often you do it. The same team on the same product lands in a different order on each.

Which to consider
Self-hosting, or a small team with modest traffic. It is open source with a documented self-hosted path, and Start-up is $40 a month billed yearly — the cheapest paid entry of the four. Identities and segments are unlimited, so your audience is never the thing that costs.
A large team shipping to a small audience. Seats are explicitly unmetered — "no per-seat pricing", in its own words — so inviting everyone costs nothing, and the bill tracks the users you serve at $8.33 per thousand MAU. The free plan is $0 forever with unlimited seats and no card.
Wanting flags and experimentation on one bill without paying to read a flag. Flag and config checks are unlimited on every tier including free, and the free plan carries 2 million analytics events and 50,000 session replays — the most generous starting allowance here by a wide margin.
A small team serving a large audience, and wanting the option to run it yourself. Client-side MAU and service connections are unlimited on every plan, so neither traffic nor audience moves the price — only headcount does, at $75 a seat.
